Can you suppress SSJ 2 or 3?

I don't think you can suppress much at all. What Goku did was what he set out to do - stall. He didn't have to suppress his power to do that, only not go for the kill. There'd be no reason for Piccolo being able to tell Goku was holding out otherwise. Uncharged Kamehamehas are pretty easy for him to do anyway.
Suppress at all I guess. Goku can suppress his power, so I don't see why he'd lose this ability when he transforms.

You would have to have an unnatrual type of ki not to supress it I'd say. For example LSSJ Broly can't supress his ki because his ki is on a constant rise, he has to physically release that ki itself out of him. But Goku doesn't have some sort of ever rising Ki for SSj2 or SSj3. In fact it would be much easier on the body if he kept SSJ3 at a lower level.

I don't think it's as easy when you have so much weight on your body, as in the form is draining you constantly. Vegeta acted like suppressing Super Saiyan was a big deal, and Super Saiyan 3 is like that x10 in my opinion (not literally). He doesn't lose the ability to suppress, he just has to be able to harness the power of the form before he's able to do it in that state.

I think Goku was at full power against fat Buu, but held back, not putting full force into attacks. I think Fat Buu is close enough to say that Goku would have a little trouble beating him, given Buu's abilities as well as power.

Hmm, suppression to me didn't really seem like something that happened until the user was used to the form.

But didn't Trunks suppress himself when using the buff Super Saiyan form? Against Cell, I mean.

i'd compare gokuu's SS3 state to furiza's 100% state, which strains his body but no strain when he's suppressed.

the reason there's a huge strain on gokuu's body as well is that he's running @100% all the time.

bejiita's noted that raising power equates to strain on body.
